Akiba Ledger and the law

Is Akiba Ledger available now?

It is being built, in stages, on the same accounts, servers and phone app engine as the other Budget Pro apps. Everything on this site is the scope of the first release. Register your SACCO or talk to us to be among the first to use it.

Does it follow the 2024 lending rules for SACCOs?

That is how it is designed. For a SACCO, loans are on the reducing balance only, with the rate shown per year and the total cost of credit, a penalty of at most half the monthly rate on overdue principal, a five-working-day cooling-off period, no early-settlement fee and written guarantor consent (the Lending Conditions Regulations, SI 108 of 2024).

Is it approved by UMRA?

No. Akiba Ledger is software: it is not licensed or approved by UMRA or any other regulator, and it never says it is. A licensed SACCO prints its own licence number on its receipts and returns.

Does it file our returns for us?

It prepares the monthly and quarterly forms from your books, in the regulator’s layout, as Excel and PDF, for you to check and file. Filing straight to the regulator’s portal is not in the first release.

Working with it

What if there is no network at the office or the meeting?

Cash receipts, new members, loan applications and meeting records are saved on the phone and sent when the network returns, and each one is counted once. Money going out (withdrawals, payouts and approvals) waits for a connection and a second officer.

Can a SACCO run a shop on the same account?

No. An Akiba Ledger account keeps only the SACCO’s books, so they never mix with a business. A treasurer who also runs a shop uses a separate account for it.

Is there an iPhone app?

No. Akiba Ledger is planned for Android phones. On an iPhone or a computer, officers use the web portal.

Does it work with USSD or several branches?

Not in the first release. It is one office per SACCO, with several tills, and members use the app, SMS receipts and WhatsApp.

Members and money

How is member data protected?

Members’ NINs are stored encrypted and never appear in logs, exports or on phones. Each member gives written consent for how their data is used, with separate choices for messages and the credit bureau.

What does it cost?

A savings group of up to 30 members uses it free. SACCOs pay by their size, from UGX 50,000 a month, with no setup fee; a year costs ten months. See the plans.

Do we pay for each SMS?

No. Each plan includes SMS receipts each month. When they run out, receipts are still in the member’s app and can be shared on WhatsApp in one tap.

More about Akiba Ledger

Can it work for a village savings group?

Yes. A group picks group mode at setup: weekly meetings recorded on one phone with no network, shares bought at each meeting, the social fund, fines, loans with the group's service charge and a share-out that adds up to the shilling. A group of up to 30 members uses it free.

Plans and support

Can I pay by the year?

Yes. Akiba Ledger's plans are priced by the month, and a year costs ten months. You pay from inside your SACCO's account, by mobile money or card, and can change plan at any time.
